The Tides of Power update has reshuffled the leader and civilization meta in Sid Meier’s Civilization VII, and with a new leader tier list circulating among the community, now is a good time to lock in a strategy for your next campaign. Civ VII’s Age-based structure means your leader stays constant across a game while your civilization choice can change every Age, so picking the right pairing for Antiquity, Exploration, and Modern matters as much as picking the right leader. Below is a breakdown of the top leaders, the strongest civilizations by Age, and the combos serious players are building around this patch.

S-Tier Leaders
Catherine the Great remains the premier culture specialist in the current meta. She gains extra Great Work slots, which translates directly into more Culture output, and her kit boosts Science at the same time, so she rarely feels one-dimensional even in a tall, builder-focused game.
Confucius is the best pure science leader on the list. His high growth rate produces more Specialists and, by extension, more Science, and his abilities scale cleanly with every Age instead of falling off after Antiquity like some early-game specialists do.
Trung Trac is the top pick for a military-focused campaign. Her Commanders level up early and fast, letting your army snowball ahead of the AI, and she pairs that with science bonuses that speed up unit upgrades, so you are rarely caught fighting with obsolete gear.
Xerxes (The Achaemenid) leads the economic tier. He pulls in a large volume of Resources from extra Trade Routes and earns both Culture and Gold every time a new route is created, making him the strongest choice if you plan to win through trade and Influence.

S-Tier Civilizations by Age
Civilization strength shifts by Age, and a few stand out in the current patch:
Antiquity: Egypt and Maya are the two to beat. Egypt improves river tiles for a fast Culture start, while Maya generates heavy Science bonuses on cities with abundant Vegetated tiles.
Exploration: Spain dominates through increased Treasure Fleet movement and stronger distant settlements, while Mongolia can create cavalry units directly from captured settlements, which is brutal against an AI that over-expands.
Modern: America and the French Empire lead the pack. America hands out early bonuses that support essentially any victory path, and French Empire is built to manage war weariness, which matters a lot once Modern-Age wars drag on.

If you want to skip the guesswork, these leader-and-civilization combos are what the current S-Tier meta is built around:
Culture Victory: Catherine the Great + Egypt or Hawai’i
Military Victory: Trung Trac + Persia or Rome
